On Windows, such files were not truncated like on all other hosts.
Now we also test whether truncation is needed when running on Windows.
The append case was also incorrect because it needs a different value
for the desired access mode.

The clang compiler supports a useful compiler option -Weverything,
and GCC also has other warnings not enabled by -Wall.
If glib header files trigger a warning, however, testing glib with
-Werror will always fail. A size mismatch is also detected without

Commit d38ea87ac5 cleaned the include
statements which resulted in a wrong order of assert.h and the definition
of NDEBUG in tci.c. Normally NDEBUG modifies the definition of the assert
macro, but here this definition comes too late which results in a failing
build.
To fix this, a new macro tci_assert which depends on CONFIG_DEBUG_TCG
is introduced. Only builds with CONFIG_DEBUG_TCG will use assertions.
Even in this case, it is still possible to disable assertions by
defining NDEBUG via compiler settings.

On Windows, getpid() always returns an int value, but pid_t (which is
expected by the format string) is either a 32 bit or a 64 bit value.
Without a type cast (or a modified format string), the compiler prints
a warning when building for 64 bit Windows and the resulting trace_file_name
will include a wrong pid:

Reloading of local variables after sigsetjmp is only needed for some
buggy compilers.
The code which should reload these variables causes compiler warnings
with gcc 4.7 when compiler optimizations are enabled:
cpu-exec.c:204:15: error:
variable ‘cpu’ might be clobbered by ‘longjmp’ or ‘vfork’ [-Werror=clobbered]
cpu-exec.c:207:15: error:

cpu-exec.c:202:28: error:
argument ‘env’ might be clobbered by ‘longjmp’ or ‘vfork’ [-Werror=clobbered]
Now this code is only used for compilers which need it
(and gcc 4.5.x, x > 0 which does not need it but won't give warnings).
There were bug reports for clang and gcc 4.5.0, while gcc 4.5.1
was reported to work fine without the reload code. For clang it
is not clear which versions are affected, so simply keep the status quo
for all clang compilations. This can be improved later.
